§ Mr. TREVELYANA Circular is already in draft, and will, I hope, be issued shortly, urging local education authorities to improve their arrangements for the ascertainment of and notification to the local authority, under the Mental Deficiency Act, 1913, of those mentally defective children who are not suitable for admission to special schools.
