§ The PRIME MINISTERI regret that I cannot add anything to the reply which was given to the hon. Member for East Birkenhead (Mr. G. White) on 2nd July and to the last part of the reply given to the hon. Member for North Hackney (Mr. J. Harris) on 25th February. The proposal is not as described in the question and is of very doubtful practicability.
