§ Mr. HODGESSome opinions by this gentleman advocating the disuse of corporal punishment generally have been brought to the notice of the Admiralty. As regards the latter portion of the question, the Admiralty sees no reason to abolish the punishment of birching within the narrow limits and subject to the safeguards which have been frequently explained to this House within the last two or three years.
