§ Mr. TREVELYANThe answer to the first part of the question is in the negative. As regards the second part, authorities of training colleges may now promise admissions in 1924 up to the number sanctioned for 1923. I am also considering whether in view of all the circumstances I shall be justified in removing the restriction imposed by Circular 1301 in 1923, but I must defer a decision on that point for the present.
