asked the Parliamentary Secretary to the Admiralty if he is aware that the engineers employed in the works department at Devonport dockyard are not regarded as being on the establishment although some have over 20 years' service; that an Admiralty Order of 1914 states that such men should be established; that the same grade of men in other departments have this right; and whether he will issue an order that all workmen employed in Government yards should after a certain number of years' service be placed automatically on the establishment and entitled to the emoluments relating thereto?

The answers to the first and third parts of the question are in the affirmative, and the answer to the second part is in the negative. As regards the fourth and last part of the question, I am aware of the anomalies created by the difference between established and un-established men, and the whole matter is having my personal consideration.
