§ Sir J. NALLasked the Minister of Health whether he is aware of the recent decision in the King's Bench Divisional Court, in the case of a tenant named Palmer, whereby a tenant is prevented from receiving the benefit of a reduction in local rates; whether he is aware of the intention of Parliament that tenants should receive the benefit of such reductions in rates; and what steps he proposes to take?
§ Mr. CLUSEasked the Minister of Health whether, in view of the decision of two Judges, sitting as a Divisional Court, that under the Rent Restriction Act a reduction of rates does not legally involve a reduction of rent, he will introduce legislation to compel landlords to make such reduction?
§ Mr. WHEATLEYI am aware of this decision. I gather that the ease may be taken to the Court of Appeal. As I stated on Tuesday last the Government are considering the whole question of rent restriction.
