Friend will appreciate that the figures for 1922–23 are not comparable with those for 1906–07, as the former include a number of new services, such as the payment of pensions, which were not in existence at the earlier date. Moreover, the rates at which the charges are assessed have been raised since 1906–07 to correspond with the rates at present charged to the public.
