§ Mr. BALDWINThis proposal appears to resemble closely the Increment Value 1213W Duty which was imposed by Section I of the Finance (1909–10) Act, 1910—a duty which owing to the difficulties referred to in the Budget statement of 1920 was repealed by Section 57 of the Finance Act for that year. I would refer my hon. and gallant Friend to the statements made on that occasion by my right hon. Friend the Member for West Birmingham (Mr. A. Chamberlain).
