§ Sir J. BAIRDThe number of all grades is 295, of whom it is estimated that between 60 and 70 per cent. are ex-service men. It is not possible to take an actual census of ex-service men as the men object to the question being put to them. The only possible stipulation with regard to this point in Office of Works contracts is that the contractors shall be on the King's Roll.
