asked the Prime Minister whether, in view of the growing congestion of public business in this House, he will consider the advisability of introducing for England the procedure of the Private Legislation Procedure (Scotland) Act, 1899, which provides that private legislation shall be referred to a Commission of Members of the two Houses of Parliament and obviates a Second Reading stage in this House?

I do not think that the hon. and gallant Member's proposal would facilitate business.
