Mr. WIGNALL

asked the Minister of Labour if he is aware that the Cardigan-:shire County Council are exempted from payment of unemployment insurance; -was this done with his consent; and, if so, is it his intention to refund to the work-people the amount of money paid in by them, seeing that they cannot recover any unemployed benefit?

Sir M. BARLOW:

The Unemployment Insurance Acts provide, under certain conditions, for the exception from unemployment insurance of the permanent employés of local authorities. In accordance with this provision, a certificate of exception has been issued to the Cardigansnire County Council in respect of its permanent employés.
