§ Mr. McNEILLHis Majesty's Government have no representative in Georgia, but they are in possession of trustworthy information as to the conditions prevailing there. The sources of such information are too numerous and varied to be exhaustively specified in answer to a question, especially as they are not always of equal value, and require to be carefully collated and analysed. They include statements by reliable persons who have recently been in the country or are in touch with residents there; and when a number of independent reports are found to be in agreement in recording the same occurrences, there is no reason to doubt their substantial accuracy.
