§ Mr. ORMSBY-GOREThe answer to the first part of the question is in the affirmative; the general attitude of the West Indian Governments concerned is favourable to the scheme, which has been put before them, and if the proposals commend themselves to the Canadian Government it is hoped that a beginning may be made with its execution during the autumn.
