§ Viscount WOLMEREvery belated claim will receive consideration under the direction of the Royal Commission on Compensation for Suffering and Damage by Enemy Action, and where sufficiently exceptional circumstances of excuse for delay exist the claim will be admitted for participation in the £5,000,000 compensation fund under the First Report of the Royal Commission.
