Parker, a fireman on the transport "Montgomeryshire"; for what reason this man has been imprisoned and under what Act was he tried at Constantinople; whether the crews of transports are regarded as belonging to the mercantile marine or the Admiralty; and, if the former, why they require to obtain naval passes for leave ashore?

The crews of transports are engaged under Board of Trade agreement by the owners of the ships. No information is available in the Board of Trade regarding the case of E.266W Parker, or whether naval passes are required by crews of transports, but inquiry on these points will be made.
