Bartlett, C.B., R.N.R., before a meeting of shipmasters at Liverpool on 13th February last, entitled "Discipline in the Merchant Service"; and, if so, whether, in view of the insubordination which arises on merchant ships, especially the wholesale desertions of sailors and firemen at ports abroad, he proposes to take steps in amending the laws and Regulations as regards discipline on the merchant ships on the lines indicated by Commodore Bartlett?
