asked the Chancellor of the Exchequer the percentage of contributions in the case of both National Health and Unemployed Insurances which are expended on administration charges?

Mr. BALDWIN

The total cost of administration (central and local) of the Unemployment Insurance Scheme for 1923–24 is estimated to amount to 8.3 per cent. of the total contributions by the employers, employed and the State. The Health Insurance Scheme is on a somewhat different footing as the State grant is paid as a proportion of expenditure and not as a proportion of the contributions. For the year 1922 the total cost of administration of this scheme (central and local) amounted to about 13 per cent. of the total income from all sources.
