asked the Chancellor of the Exchequer whether he has considered the desirability of charging a flat rate of 2s. 6d. per gallon on black beer which is a non-intoxicant, irrespective of gravity; is he aware that the duty on ordinary ale is reduced approximately 28 per cent., whereas that on black beer is only 4½ per cent.; whether he is aware that this commodity was sold retail before the War at 7d. a pint, whereas to-day the lowest selling price is 3s. per pint, 1s. 6d. of this being duty; and whether he will consider if further relief is possible to this article?
