§ Mr. PEASEIt is not the practice to make an initial charge for the installation of a telephone service in any circumstances. The only charge associated with the apparatus is a quarterly rental to meet the cost of maintenance and renewal, and this is a uniform amount payable by every subscriber so long as his agreement continues in force.
