§ Mr. KELLAWAYI am aware of the facts stated, and I am ready to consider the question of creating branch offices where circumstances tender it desirable; but, as intimated in my reply to a similar question by the hon. Member for Pontypool (Mr. T. Griffiths) on 3rd April last, the conversion of sub-offices to branch offices is being carried out at present only where special reasons exist, for this course.
