§ Mr. AMERYAs an incident in which this issue has been raised is under consideration by the Board of Admiralty in their judicial capacity, on a question raised as to the validity of a summary punishment which has been suspended pending Admiralty decision on the point, the hon. Member will, I am sure, agree that it is undesirable that the matter should be dealt with meanwhile by Question and Answer.
