asked the Financial Secretary to the Treasury why the gratuities already recommended by the Secretary of State for War for temporary employés at Woolwich Arsenal, who have completed seven years' continuous service in conformity with Rule 61 of the Rules and Regulations of the Ordnance Factories, have been paid to manual employés but withheld from non-manual employés, namely, draughtsmen, &c.?

I would refer the hon. Member to the answers which I gave on this subject to the hon. and gallant Member for Dulwich (Sir F. Hall) on the 17th August last, and to the hon. Member for West Ham (Mr. W. Thorne) on the 16th December last, of which I am sending him copies. The Treasury is in communication with the Departments concerned as to the position of draughtsmen in this connection, and I will communicate with the hon. Member in the matter at an early date.
