§ Mr. KELLAWAYI am aware of the terms of the circulars which are being received from Germany by potential advertisers in this country, but I observe that stress is laid upon the advantage to be gained in cost of printing and paper from the rate of exchange and the lower wages paid in Germany rather than any difference in the postage rates. In any case, so long as the rates of foreign postage charged by Germany are not lower than the rates authorised by the Convention of the International Postal Union there are no grounds upon which the British Post Office can object to them.
