§ Earl WINTERTONI cannot answer for the Tropics generally, but so far as India is concerned, effect could not be given to my hon. and gallant Friend's suggestion without amending the Government of India Act. Amendment of the provisions in question would raise very difficult and controversial questions, and while the Secretary of State is prepared to consider the matter should amendment of the Act be required in other directions, he is not prepared at present to consider the promotion of legislation for this purpose alone.
