§ Mr. AMERYThe system of issuing clothing, soap and tobacco for cash has now been in force for some time at the Royal naval depots and has been adopted as the standard procedure at those establishments. Trials of the system have also been made afloat, but the reports received so far have not been such as to warrant the extension of the arrangement to seagoing ships generally, and further reports are being awaited before coming to a decision on this point.
