Mr. YOUNGThe Petition of Right brought by the Rumanian Consolidated Oilfields, Limited, was decided in favour of the Crown by the Court of Appeal on 18th December, 1920. His Majesty's Government are therefore under no lia-1530W bility towards the shareholders of the company. As regards the liability of the Rumanian Government to the company in respect of the destruction of their oilfields in 1916, I am informed that negotiations are now proceeding.
