asked the Minister of Health the number of cases in which, according to the information of his Department, the amount given in relief in any district exceeds the current rate of wages for unskilled labour?

I am afraid I cannot give any figures, but I have no reason to suppose that the number is at all considerable. I am sending my hon. Friend a copy of a circular which I issued last September, in which it was definitely laid down that relief should be calculated on a lower scale than the earnings of the independent workman who is maintaining himself by his labour.
