asked the Minister of Health whether a large number of public-spirited citizens are precluded from becoming candidates for local governing bodies by reason of their having received relief from Poor Law authorities during the recent industrial depression; and whether he will consider the advisability of introducing legislation for removing this penalty upon poverty, and thus make the services of such people available for the public administration?

I have made exhaustive inquiries into this matter and I am not satisfied that the present state of the law is detrimental to public administration. I do not propose to introduce amending legislation.
