§ Mr. RHYS DAVIESasked the Minister of Labour whether he is aware that an unemployed crippled ex-service man selling chocolates on the Thames tow-path at Richmond was recently ordered away by the police as he had no permit to do so; whether he is aware that the Port of London Authority, who 1739W are the responsible body, will not grant permits; and, if so, will he take action whereby this man (and others), who has been unemployed for over 15 months and in receipt of unemployment benefit, will be given an opportunity to earn his livelihood in this manner?
