Captain BENNasked the Postmaster-General whether his attention has been drawn to the delay in the delivery of letters sent under the printed-matter rate in Edinburgh and Leith; and whether he will take steps to ensure a more expeditious delivery of this class of matter than at present exists?
Mr. CHAMBERLAINI am not aware of any specific cases of delay in Edinburgh and Leith. If the hon. and gallant Member has in mind the general practice of holding over printed paper packets prepaid one halfpenny which are posted after a specified time, I would refer him to my reply to the hon. Member for East Walthamstow (Sir S. Johnson) on the 27th ultimo.
