§ Mr. NEVILLE CHAMBERLAINI have not been able to discover that special rates for agricultural produce are in force in any foreign country, and for the reason given in my answer to a similar question on the 28th of November last by the hon. Member for Frome, I cannot agree to institute such rates in the British postal service.
