§ Major GLYNasked the Under Secretary of State for India whether the municipality of Bombay are now in process of negotiating a loan in the United States; whether any opportunity was first offered to financial houses in the City of London to tender for this loan: whether any large municipalities in India or the Dominions have previously ignored London in arranging for loans; and, since there is no reason to believe that the necessary money could not be raised in London on terms as favourable as may be anticipated as forthcoming in the United States, why this is being done?
