§ Mr. MONTAGUThe action taken with reference to reduced or refused Budget grants in a province rests, under the Act, with the Governor and the local Government and not with the Government of India. I have not yet heard whether the Governor of the Central Provinces has "certified" the grant in question under Section 72 D (2) of the Act.
