Friend is no doubt aware, this question is a difficult one, and it is not easy to find a practicable course of action which would not cause as many difficulties as it would remove. With a view to seeing, however, whether some solution, satisfactory to all parties, can be found, I am inviting representatives of the various interests concerned to meet together and discuss the whole matter.
