§ Mr. MACPHERSONThe report has been received, and, as promised in the answer given to my hon. Friend's question of the 11th May, a communication has been addressed to him on the matter. The promotion was made solely on the ground of merit, in order to fill a vacancy in a grade 1 clerkship.
