§ Mr. HENRYI am informed by the Commander-in-Chief that he has had only a brief report by wire on this case, from which it appears that a patrol observed lights in an outhouse at 2 a.m. The four1566W civilians who were inside were ordered to put up their hands, but one of them, Andrew Casey, did not comply, and was consequently fired at and wounded.
