asked the Secretary of State for India what progress has been made with the Cochin and Vizagapatam harbour schemes?

No progress has, so far as I am aware, been made with the Cochin harbour scheme. In March last the Government of Madras stated that the arrangements for financing the work were still under consideration. On the Vizagapatam harbour scheme, only preliminary arrangements such as the acquisition of land are likely to be undertaken for the present owing to the difficulty of providing the necessary capital for construction operations this year.
