asked the Secretary to the Board of Trade why the question of the payment of debts owing by German banks to British nationals in respect to credit balances has not yet been settled by a prompt trial of the proposed test case before the mixed arbitral tribunal; and will he take immediate steps to protect British nationals from being deprived of their property held by German banks during the War?

As indicated in the reply given to my hon. Friend on the 15th instant, an endeavour was first made to settle the question without resort to the mixed arbitral tribunal, but without success. A test case will be brought before the tribunal at the earliest possible date.
