§ Mr. MONTAGUI regret that, owing to delay in publication of the official reports of the debates of the Madras Legislative Council, I cannot give a more definite answer to this question than I gave to a similar one by the hon. Baronet the Member for East Nottingham (Sir J. D. Rees) on 3rd May.
