§ Mr. CLOUGHasked the Financial Secretary to the Treasury whether the Treasury is about to issue a new circular on superannuation as it affects the Civil Service; and what in that case will be the effect on the national financial liability for the payment of the Civil Service?
Mr. YOUNGA circular is being issued by the Treasury to the Heads of Government Departments informing them of a number of decisions in regard to the calculation of superannuation awards, and I will send the hon. Member a copy. It is not possible at present to estimate with precision the effect of the provisions of the circular upon the non-effective charge, but I am satisfied, on the data available, that it will not be so large as to justify a refusal to make the changes proposed, which are required to remove the existing inequalities in treatment as between certain individuals and classes.
