GEDDESIn the urgent need for national economy none of the sum of £.1,000,000 voted by this House for the assistance of transport schemes has been so expended, and I am surrendering the entire provision. We cannot both practise rigid economy and spend money on schemes, even if desirable, at one and the same time.
