§ Mr. ILLINGWORTHThe telegraph traffic in December, 1920, was about 13 per cent, below that of December, 1919, but it is not possible to say how much of the fall is due to increased charges and how much to trade stagnation. A reduction of traffic was noticeable some months before the higher charges came into force.
