March, 1921, in which it is alleged that horses which have been exported to Belgium are killed in the most inhuman manner; and whether it is possible for him to communicate with the Belgian authorities with a view to adequate supervision being exercised or, in the alternative, to take steps to stop traffic in old horses altogether?
