Lieut.-Commander YOUNGCompensation is paid to civilians, not otherwise provided for, who sustained personal injuries in the United. Kingdom from enemy air raids, in accordance with a scheme announced in this House on the 28th June, 1917, by the then Chancellor of the Exchequer.
