asked the President of the Board of Trade whether he is aware that out of 48,000 employés in British paper mills 26,201 are totally unemployed and 16,153 are on part time; and whether this has been brought about principally by dumped imports of paper from Finland, Germany, Sweden and Norway, where the depreciated value of the currency enables these countries to quote prices, delivered in England, which are far below the manufacturing cost in British mills?

I am aware of and regret the unemployment and short time in the paper-making industry. These conditions have no doubt been accentuated by cheap imports from the countries named, though I would point out that the currency of Sweden has not depreciated as compared with sterling, and that the depreciation in the case of Norway is comparatively small.
