HC Deb 30 November 1920 vol 135 cc1128-30W
Mr. PENNEFATHER

asked the Chief Secretary for Ireland if the criminals who robbed the Army Pensions Department in Cork of over £1,000 last Wednesday used motor-cars, and, if so, whether he will still further restrict the use of motor-cars in that country?

Sir HAMAR GREENWOOD

The answer to both parts of this question is in the affirmative. An Order imposing further drastic restrictions on the use of motor-cars in Ireland has been made, and will come into force to-morrow (Wednesday, 1st December). I will circulate a copy of this Order in the OFFICIAL REPORT.

Following are the terms of the Order, which is issued under the Restoration of Order in Ireland, Regulations, dated 12th day of November, 1920, and signed by General Macready, Commanding-in-Chief, Ireland, as the Competent Military Authority:

"Whereas by Order of the Competent Military Authority dated the First day of November, 1919, and made in exercise of the powers conferred by Regulation 9AA, of the Defence of the Realm Regulations, the having, keeping, or using of a motor cycle or a motor car by any person, other than a member of His Majesty's Forces, or of the Forces of any of His Majesty's Allies, or a Police Constable, without a permit from the Competent Naval or Military Authority, or from the Chief Officer of Police in the District in which the person resides, is prohibited throughout Ireland.

And whereas since the date of the said Order of the 1st day of November, 1919, certain permits have been granted to certain persons for the having, keeping, or using of motor cycles or motor cars.

And whereas it appears that motor cycles and motor cars have been largely used by evil disposed persons in the commission of murders and other criminal offences, and it has become necessary further to restrict the having, keeping, or using of motor cycles and motor cars.

Now I, General the right honourable Sir C. P. N. Macready, G.C.M.G., K.C.B., Commanding-in-Chief, Ireland, Competent Military Authority for Ireland, in exercise of the powers conferred on me by Regulation 9AA of the Restoration of Order in Ireland Regulations, hereby order

  1. (1) That as from the 1st day of December, 1920, any permit heretofore issued to any person to have, keep or use a motor cycle or motor car shall only authorise the person to whom the same has been issued to have or keep the said motor cycle or motor car at the residence of such person as set forth in the said permit, or at such other place as may be approved of by the Competent Military Authority of the district in which such person resides, and specified in an endorsement on such permit signed by the Competent Military Authority.
  2. (2) That as from the said 1st day of December, 1920, any permit to use a motor cycle or motor car shall only authorise the person to whom the same has been issued to use the said motor cycle or motor car between the hours of six o'clock in the forenoon and eight o'clock in the evening of any day, except as is hereinafter provided, and within the distance of twenty miles, English statute measure, from the residence or place at which under the provisions of the next preceding paragraph hereof the said motor cycle or motor car may be lawfully had or kept, such distance being measured in a straight line on a horizontal plane.
  3. (3) That as from the said 1st day of December, 1920, the having, or keeping of a motor cycle or motor car by any person to whom such permit has been granted at any place other than the residence of such person, or at the place specified in an endorsement on the said permit, duly signed by the Competent Military Authority of the district in which such person resides, is prohibited.
  4. 1130
  5. (4) That as from the said 1st day of December, 1920, the using of a motor cycle or motor car between the hours of eight o'clock in the evening and six o'clock in the morning of any day, except as is hereinafter provided, or at any place beyond the distance of twenty miles, English statute measure, from the place at which such motor cycle or motor car may lawfully be had or kept under the provisions of paragraph (3) hereof, such distance being measured in a straight line on a horizontal plane, is prohibited.

Provided always that in each area specified in the Schedule hereto the hours between which the using of a motor cycle or a motor car is prohibited shall be the hours between which in the said areas respectively persons are by the order of the Competent Military Authority for the time being in force required to remain within doors.

Provided further that the provisions of this Order shall not apply to the bonâ fide using of such motor cycles or motor cars for the purposes of their vocations, or professions, by regular Ministers of any Religious Denomination, Registered Medical Practitioners, Veterinary Surgeons, or Nurses, nor to any person to whom the Competent Military Authority of the district in which such person resides may after the date hereof grant a special permit."
