Lieut.-Commander HILTON YOUNG

asked the Minister of Pensions whether the foster mothers of war orphans under the care of local pension committees are unable to provide out of the small weekly allowance received by them suitable games and other means of indoor recreation for the children; whether the smallest grant for this purpose has been refused by the Special Grants Committee; and whether, in view of the duty of the State to make reasonable provision for the care of these orphans, he will reconsider this decision?

The Special Grants Committee are at present authorised to make additional grants for such purposes as clothing and medical and dental treatment, and I am not prepared to recommend an extension of those powers in the direction suggested by my hon. and gallant Friend.
