§ Mr. BALDWINThis proposal was sanctioned recently by the Treasury in the ordinary course of business. I am not aware of any inconvenience and loss to the public caused by the alleged delay, and I am sure that it is not in accordance with the public interest that proposals for improved accommodation for employment exchanges should be rushed through without careful consideration, to make sure that they are really unavoidable.
