Mr. FRANCE

asked the Minister of Health whether, under the present practice of Parliament with reference to extension schemes, all authorities affected which are opposed to the scheme are required to deliver notices setting out the grounds of their objection; whether the reason for this regulation is to enable the Minister to exercise his discretion as to whether or not he shall order an inquiry; and whether, for the purpose of saving expense, he is prepared to consider as to each district affected whether the facts appearing in the representations which are in the knowledge of the Ministry of Health, or can be ascertained by them without the expense of an inquiry, are such as to justify putting such district to the expense of an inquiry?

The answer to the first two parts of the question is in the affrmative. I am considering to what extent the suggestion of the hon. Member in the final part of his question can be adopted.
