§ Dr. ADDISONThe Returns furnished to the Department in connection with the memorandum referred to show that by far the largest part of the amounts entered as "losses on certain trading undertakings" consists of deficiencies in the accounts of water supply undertakings. The Returns also show deficiencies in connection with certain tramway and electricity supply undertakings, baths and wash-houses, and cemeteries.
